The processor does not meet the requirement of the game
Try low-and low-resolution and even YouTube and Google search for some tweaks
I had a 2.93 GHz Intel Core 2 Duo, which was still the fastest processor and GTA 4 was delayed then after I do that GTA IV needs a quad-core processor to run without problems heard.
